How Dignity Grows Can Help Your School Comply with Connecticut’s Menstrual Equity Law
Background
In 2022, the Connecticut General Assembly passed Public Act No. 23-160 requiring boards of education to provide free menstrual products in all female restrooms, all-gender restrooms, and at least one male restroom. This mandate, which takes effect for the 2024 – 2025 school year, applies to students in 3rd through 12th grades.
In 2024, The Connecticut Department of Public Health (DPH) allocated one provider $1.95 million of ARPA funding to be used over the next 2-3 years to supply public schools with period products. According to updated information, 280 CT schools are considered eligible for varying degrees of this support.

Update On Our “Hope In A Bag” Program
Dignity Grows is proud of our long-standing partnerships with schools and community organizations across CT and across the country. Our Hartford-based flagship chapter offers ongoing hygiene support to over 110 local social service agencies through our “Hope in a Bag” program. This initiative provides tote bags filled with a month’s supply of six essential hygiene items and two full packages of period products to over 25,000 central CT residents each year. The “Hope in a Bag” program relies on the generous support of the community and operates with limited capacity.
